From April 2013 Real Time Information (RTI) will become mandatory for thousands of businesses throughout the UK.  Unfortunately many businesses remain unaware of the obligations that RTI brings or indeed what RTI actually is.

In very basic terms the new RTI legislation places a statutory requirement on all employers to report electronically to HM Revenue & Customs (HMRC) payroll processing information before or at the time that an employee is actually paid – hence the term “Real Time Information”.  The information is communicated electronically by the software used to process the payroll.

This means that your payroll service provider must operate software that is RTI ready from April 2013 and must understand what needs to be done and when in order to operate payroll in a compliant manner.

RTI and the RTI process is data driven and as such relies on the accuracy of data within the payroll system. In order to ensure that the data submitted is accurate the payroll service provider will be required to submit an employer alignment submission electronically to HMRC. HMRC will then confirm the accuracy data and from that point the employer is “on board” with RTI.

Each time a payroll is run and employees are paid the payroll provider must make a Full Payment Submission (FPS) electronically to HMRC.

If an employer does not make an employer alignment submission then the first full payment submission will be used to verify data. The main difference between your first full payment submission under these circumstances and subsequent full payment submissions is that subsequent payment submissions will only contain data on those employees paid in the period whereas the first full payment submission will contain all employees within the payroll system.
